Information Management Vision and Implementation for Indian and Northern Affairs Canada
Through collaborative work with the IMB, which included activities like review of background of materials such as departmental business lines, initiatives and policies; interviews with members of the IM/IT Advisory Board; focus groups consisting of Front Line Staff and interviews with Senior Management to determine the current status and future goals of INAC IT; and analysis and recommendations for next steps toward realizing the IT vision, KTA was able to create a Strategic Technology & Information Review (STIR).

Improving Networks for Indian and Northern Affairs Canada

The key challenge of this project was to identify an appropriate yet limited number of case studies that would provide sufficient insight and knowledge to generalize about key barriers, lessons learned and best practices, and provide for a solid foundation for strategic advice. The selection of cases needed to reflect both national and regional diversity, and adequately captured the three basic categories of interest identified by the department. In response, KTA developed a systemic screening process to determine whether the cases identified would yield the type of analysis or the level of insight necessary to achieve the project’s goals. KTA then developed a qualitative, multi-stakeholder interview template that would serve to highlight barriers to collaboration and integration, identify important lessons learned and point out key success factors that should be considered in the Department’s development of policy, resourcing and change strategies.

National Aboriginal Achievement Foundation
KTA worked with the Board to plan, design and facilitate the development of a policy document on the role of the Board and a set of action items related to aspects of the Foundation’s governance structure and processes.

Office of Indian Residential Schools Resolution
for Indian and Northern Affairs Canada
KTA developed the logic model, an evaluation framework and a review plan for the review of the pilot projects. As only limited quantitative data was available and the majority of the data was qualitative in nature, the consultant interviewed a representative group of project participants including survivors, legal council, church and federal representatives.

SOCIAL POLICY AND PROGRAMS BRANCH, for Indian and Northern Affairs Canada

KTA worked in collaboration with First Nations/INAC Policy Advisory Group in developing joint policy workshops for each of the social programs, including: Child & Family Services, Income Assistance, National Child Benefit, and Assisted Living. This included the review of key policy and program challenges and strategies for program reform and development. The result is a general consensus on a joint policy framework that provides an overall vision for the role of social development programs, a statement of the main guiding policy principles, identification of core program elements, and, for each program element, strategic objectives, strategies and priorities.
