National Council of Visible Minorities

The Client
A Visible Minority Symposium launched the National Council of Visible Minorities in 1999, in order to further the interests, and be the voice, of members of the Visible Minority community in the Federal Public Service. The Council was created to represent Visible Minorities “who wish to enter into a dialogue around decision-making tables on how to build a representative public service that enhances service quality to the Canadian public.” The Council unified pre-existing departmental networks of Visible Minority employees and began a singular movement to empower the voices of Visible Minorities in the Federal Public Service, especially in relation to Employment Equity issues. The NCVM was created as a voluntary organization.

The Challenge
Since its inception in 1999, the National Council of Visible Minorities (NCVM) has sought to establish itself as the voice and face of Visible Minorities in the Federal Public Service. During that time, the activities it has undertaken to meet its mandate have been wide ranging, with both a regional and national scope.

NCVM has asked KTA Consulting to attempt to collect and summarize the achievements of NCVM for the year 2001-2002 at the regional and national level.

How KTA Helped
To best capture the work of the Council since its last symposium, KTA Consulting established an in deep analysis of the activities of NCVM. Through conversations with members of the National Council Executive and Regional Directors as well as reviews of current NCVM documentation, KTA was able to answer the following questions:

  • How did it play the roles it created for itself?
  • What did the Council do to champion opportunities for Visible Minorities in the Federal Public Service?
  • Was it a voice and face for Visible Minorities? What did it do to advocate for them?
  • And did it undertake to monitor Employment Equity and Embracing Change?
The final report clearly demonstrated that the Council’s fulfillment of its declared role and function as stated in its Terms of Reference document. NCVM has evolved into an organization with influence.
